Project lead for planning, design, testing and implementation of the HHS regulations regarding ICD-10 code sets, the updated X12 standard, Version 5010, and the National Council for Prescription Drug Programs standard, Version D.0, for electronic transactions in the eMedNY system. The requirements for this position are knowledge of HHS regulations, ASC X12 Transactions knowledge and analysis techniques to measure impact on business processes affected by these transactions and systems project management.

The contract will include review of project design documents to validate the decisions made during design review sessions by Subject Matter Experts. The contract shall also cover review of the testing design for internal Systems Integration.

Experience: The tasks are:
1. Maintain current knowledge of changes/activities regarding ICD-10 code sets and X12 standards, Version 5010, and the National Council for Prescription Drug Programs standard, Version D.0 on a national level.
2. Finalize the Project Design Meetings and Project Design Documents for the multiple subsystems and reports in eMedNY impacted by HHS regulations.
3. Communicate activities and readiness to the NYS Medicaid Provider Community via meetings, presentations and written materials.
4. Assist the fiscal agent in the planning, preparation and implementation of a testing facility to allow performance of end-to-end testing to ascertain impacts to cash flows prior to switching to the new systems coding.
5. Analysis of systems information prior to implementation to identify situations/conditions not anticipated in the Project Design Phase of the project to limit NYS Medicaid and its trading partners exposure to risks.
6. Work with the fiscal agent to review and test the conversion and linking of the new systems coding.
7. Oversee the planning for Systems Integration Testing including approval of test cases selected. Consider the possible need for stress testing to gauge the impact of the various conversion routines.
