Programmer / Analyst II in Albany, NY

A New York State Agency is searching for a Programmer to utilize database applications such as QueryMan and TOAD to analyze current data elements, validate new data for integration into existing system. The Programmer / Analyst will perform the following:
Optimize performance, analyze user needs and develop web-based reporting tools
Develop new Oracle data structures
Develop web-based reporting tools to permit user-friendly access to data
Report to Project Manager
Experience: Skills Required:
Candidates must have of experience with the following:
At least 4 years experience with writing application software, data analysis, data access, data structures, data manipulation, databases, programming, testing and implementation, technical and user documentation, software conversions
Environmental experience with mainframe, mid-range, personal computers, and laptops
Assist and/or lead in the design of program specifications and the implementation of software solutions
At least 4 years of experience in a particular technical and/or business application
At least 3 years in a role as Data Analyst / Quality Assurance utilizing database applications such as QueryMan and TOAD to analyze current data elements, validate new data, optimize performance and develop web-based reporting tools.
Must have experience with Oracle, SQL, HTML, C++ in a Unix OS environment!

Skills Preferred:
Candidates should have experience with the following:
Knowledge and/or one year experience with establishing or restructuring health related systems
At least three years analyzing existing data elements and developing new systems by integrating new data. This experience should include extensive knowledge of Oracle databases in a UNIX environment
At least three years working with large data warehouse projects
At least three years experience managing resources to design, build and implement complex and large database applications
