Overview
Client has established an Information Security Program and wishes to enhance its technical security capabilities in two operational areas: Networking and Communications; and Technical Services.

To this end, the client is looking to retain the services of a Consultant who has detailed technical experience in these areas. The Consultant will work with the Operations staff and ensure that the COOP/Disaster Recovery Program is being properly implemented. The Consultant will be retained for up to a one (1) year period and will report to, and have their work directed by, the Information Security Officer (ISO).

A major priority of the client under the Project is to ensure a successful transition in knowledge and responsibility from the Consultants to client staff. Client will be responsible for the management of all projects on which the Consultants will work.

Tasks and Deliverables
The Consultants and client will jointly develop work plans as required to accomplish the Consultant tasks identified below for all projects. The work plans will include project deliverables, provision for written sign-offs by client, and prescribed timeframes.

Consultants - Responsibilities
During the course of the Project, the Consultant will perform the following functions:
COOP/Disaster Recovery Plans within day-to-day operations

The Consultant will be primarily responsible for ensuring that security issues arising as part of day-to-day operations are identified, reported to the ISO, and technically resolved. Such issues may arise in, but are not limited to, the following areas:
. Continuity of Operations; IT Disaster Recovery Planning; and Risk Assessments.

New Projects
The Consultant and client will jointly identify new projects for the Consultant to address within the operational areas. Under the direction of the ISO, Consultant will perform and update new project security assessments and ensue that security requirements are identified, tested, and implemented.

Experience: Mandatory Technical and Non-Technical Requirements
. Eight years demonstrable experience in design and implementation of COOP/BCM programs.
. Eight years demonstrable experience in design and implementation of IT Disaster Recovery Plan programs.

Desirable Experience
The following experience is desirable of proposed Consultant.
. Recognized COOP (Continuity of Operations Plans) and Disaster Recovery qualifications.
. Experience of the ICS/NIMS (Incident Command System/National Incident Management System) programs.
. Good communications and interpersonal skills.
. Performed risk management assessments of projects, technologies and vulnerabilities.
. Experience in developing Disaster Recovery strategies.
. Experience in deploying resilience maturity models.
. Experience in crisis management services.
. Experience in developing Business Impact Analysis (BIA).
. Demonstrable experience in writing, deploying and testing BCM/COOP and IT Disaster Recovery programs using automated tools.
