The Settlement System is used by Finance unit to submit vouchers to the State Comptroller for local district reimbursement of various State funded programs (HEAP, Safety Net, MA, etc.) The old system has limited functionality and is comprised of old unsupported software. The new system has replaced a portion of that functionality. However, additional new modules need to be developed before the old software can be retired.

Assignment of the Settlement/Ceiling system is being transitioned from one office to another. Tasks for the selected contractor include all phases of web application design and construction, coding in VB.NET and development of stored procedures using PL\SQL interacting with an Oracle database.

The contractor will maintain the existing VB.Net code and support the periodic changes involved in supporting the claiming and settlement/ceiling process. Additionally, the contractor will be required to support database changes, perform quality assurance reviews, implement changes, etc.


Experience: Must have a minimum of two years application development experience using each of the following:
2. Object Oriented Analysis, Design and Development
3. N-tiered client/server development and web services
4. Visual Studio.NET
5. Windows NT/2000/XP
6. Oracle 9i, 10g or higher

Desirable Experience Preferred for These Positions
1. Two or more years experience with Microsoft ASP. Net and VB.NET. Experience as a Web GUI designer and knowledge of accessibility compliance issues a plus.
2. Two or more years experience developing COM (Component Object Module) components in a COM+ environment.
3. Two or more years experience with Oracle 9i or higher, including SQL tuning and PL/SQL coding.
4. Two or more years experience developing Web applications using HTML and ASP.
5. Three or more years experience analyzing business processes and workflows, and working with non-technical staff to develop system specification and resolve problems.
6. One or more years experience developing projects related to social services (for example, Food Stamps, Medicaid, HEAP, TANF) or government accounting.
