OMRDD is continuing to move forward with the implementation of their new time and attendance application called TIMES (Time Information Management Electronic System) in each of the fifteen (15) districts that comprise OMRDD for approximately 23,000 employees. To complete this effort, Information Management Solutions (IMS) is seeking to hire up to two (2) qualified individuals to be members of the implementation team as the rollout is finished, ultimately concluding in the successful interface between TIMES and New York States automated payroll system, PayServ. As the third phase of a four phase implementation is initiated, it is anticipated that these additional resources will be deployed to work with the team to complete the Phase 3 sites and initiate the Phase 4 locations. The selected consultant staff will reference the documentation of the implementation process and may initially work alongside state staff to clarify their role in this process. The consultant staff will then meet with the districts core staff members and prepare a plan to implement and train end-users on this system, including representatives from Human Resources and Payroll offices. Training will be conducted on-site and remotely (via NetMeeting or WebEx) by IMS Training staff.OMRDD is looking for up to two (2) experienced business analysts who possess excellent communication skills, business analysis skills, implementation skills and team building skills. In addition, it would be beneficial for candidates to possess in-depth experience with an automated time and attendance system for a significant 24/7 workforce operation as it pertains to the New York State attendance and leave rules, regulations, payment rules and contractual provisions.As with earlier phases, the Core team will likely be comprised of a Human Resources representative, Payroll representative, Information System coordinator, lead trainer and a member of staff development at each district. All members will collaborate to develop a schedule for bringing new users onto TIMES for their district and determine the most efficient processes and schedule to follow for the PayServ implementation phase.Selected candidate may be required to:Work as a team member in providing TIMES training to state staff at remaining districts.Work with team members in learning and keeping abreast of any new changes in documentation and training procedures.Assist with documentation, updating existing training materials and/or assisting with the creation of new training materials, quick reference guides and computer based training (CBT) materials.Extensive travel is anticipated. Travel associated expenses must be incorporated into the bid rate. A consultant will not be reimbursed by the state for `commuting time` - time spent getting to and from the `work site`. Contractors will have to factor in the `commuting time` costs into their mini-bid rates since the state will not reimburse any of these costs. Proficiency in speaking and comprehending the English language (ie, must be able to speak English that can be understood by speakers of English and must be able to comprehend English when spoken by speakers of English). In-person interview in Schenectady, New York will be used to determine if the candidate satisfactorily meets qualification.Satisfactory reference check.Four years experience conducting business process analyses for organizations employing 500 or more employees and comprised of at least five (5) separate units of staff with disparate responsibilities.Four years experience documenting the results of business analyses. Two years experience working with systems implementations. Two years experience in a project leadership position. Effective communication skills, both oral and written.Start date on or about August 17, 2009, and who can work for the six (6) to eight (8) month duration of the Project. Workweek is forty (40) hours. Typical workday is eight (8) hours per day, Monday through Friday, except for State holidays, starting on or after 7:30 AM and ending on or before 5:30 PM.
