The Agency has a vacancy for a Web Application Developer to support the Pension Payroll and Payroll System (PPMS/PMS). The candidate will be responsible for new Web-based development and maintenance of applications relating to the citys Pension Payroll, Payroll and W2 Systems. In support of these applications, the tasks will include: Graphical User Interface and Database Design, coding, working with a source control system, unit testing, supporting system testing, security testing, development planning, and troubleshooting production problems. These tasks must take place within Agency's quality control and development standards, and software life cycle methodology context. Required Qualifications: 5 years hands-on experience e in developing large Internet and Intranet projects, utilizing state of the art Web development architectures and tools (in order of importance): J2EE(Java), IBM Rational Application Developer, SQL (DB2 preferred), WebSphere Application Server, Struts, Rational ClearCaseVersion Control. Work experience should reflect proven ability in developing and delivering successful Web-based applications and in coordinating such deployments. Familiarly with development lifecycle and issue tracking processes. 2-3years experience working with planning, process and analysis/reporting tools such as; Oracle, SQL, MS Access, MS Excel, MS Powerpoint, MS Project and MS Visio Must have excellent business analysis skills, able to interact with senior business staff to derive and interpret needs Must have strong communication skills with proficiency for detailed documentation, strong organization and relationship skills. Good work task organizational skills and detailed follow-through skills are required to monitor and report on the status of development and to resolve issues that are uncovered. Preferred Qualifications: 5 or more years of experience with hands-on development of large scale payroll systems preferably in the context of Business Intelligence information. Excellent communication and interpersonal skills and ability to work well in a team environment. Provided Web application development for at least two (2) full SDLC implementations as a hands-on developer/architect Experience working with Web development for Payroll/Pension systems in a government or civil service environment. Excellent Communications skills (Oral and written), interpersonal, and organizational skills are required Experience working within a Matrix environment. Education:A master's degree in computer science from an accredited college or A baccalaureate degree from an accredited college and three years of experience as described above; or BA degree in accounting, finance, business administration or related field from a recognized college or university (required) and six years of experience as described above. However, all candidates must have at least a four-year high school diploma or its educational equivalent and must possess at least three years of years practical technical/business experience as described above.
