Duration: 18 months (possible +)


The specific tasks of the position may include, but will not be limited to:

- Preparing and maintaining Advance Planning Document submissions, both annual and "as needed", including Project Budgets, Project Plans and related tables and schedules.

- Assembling and maintaining documentation required to respond to ongoing federal reviews under the recently initiated Independent Verification and Validation process.

- Preparing monthly project reports for the Commissioner and IT Director.

- Coordinating agendas and assembling content for regular meetings with the database Key Users and Executive Steering Committee.

- Maintaining project management documentation using templates consistent with the Rational tool sets being used for requirements tracking, version control and system documentation.

- Assisting in routine procurement and/or reprocurement and distribution of software, hardware and development, testing, quality assurance and related contract staff.
Experience: Mandatory Skill/Expertise ? Bachelor's degree and eight years experience in a systems development environment. ? Five years technical experience in planning, implementing and administering a large-scale data processing system utilizing a mainframe computer with telecommunications, remote equipment and database capabilities. ? Five years of experience preparing Advance Planning Documents for submission to the Department of Health and Human Services for a large scale human services computer application project. ? Five years of experience performing project administration for a large (30 state and/or contractor development staff) State human services computer system project, including: 1. Creating monthly progress reports; 2. Monitoring project performance using Microsoft Project, with particular emphasis on the project's capability to meet established deadlines; 3. Analyzing causes of schedule slippage and making specific recommendations to improve project performance against deadlines; 4. Applying best practices gleaned from industry research to improve project performance. Desirable Skill/Expertise ? Good communication and interpersonal skills. ? 3 years experience in preparing advance planning documents for successful Child Support Systems modernization projects. ? 5 years experience in project planning, administration and implementation for State Child Support Systems, especially in state supervised, locally administered programs. ? 3 years experience using automated project management tools within a project utilizing the Rational tool suite.
