Assists in the preparation and review of capital project cost and spending authorization estimates and ensures that project spending has proper approval. Assists project managers in preparing and maintaining the annual budget and capital spending forecast for five, ten and fifteen-year plans. Assists with the preparation and review of capital projects cash flow projections. Prepares/updates the project working forecast monthly to ensure projects are on target and provides explanations regarding differences. Supports annual and monthly financial activities, such as preparation of accounting accruals, reviews capital projects for budget status, and performs cash flow analysis and revision of cost estimates. Works closely with other analysts in the Finance Department to support budget oversight and administration. Analyzes and interprets accounting, financial, and cost performance data. Prepare a variety of monthly reports for the department and project managers, provides guidance on classification of costs (e.g., expense versus capital). Evaluates financial results and prepare forecasts and assess cost savings opportunities. Supports budget process and cost performance reporting. Responsible for maintaining the confidentiality of available information. Must be proficient in the use of a calculator and personal computer and have a thorough knowledge of PC applications such as MS Excel and Word, knowledge of PeopleSoft and Passport are very desirable. Personal qualifications: Able to effectively manage, problem-solve, prioritize and work multiple assignments in a fast paced environment. Must be an effective oral and written communicator in English. Must be a motivated self-starter willing to accept responsibility for work assignments and be able to successfully accomplish them with a minimum amount of direction and supervision. Must be a team player that is able to work well with others. Must be able to work and function under a stressful work environment that is subject to changing conditions and priorities. Must be willing, and able, to work hours and work assignments outside of the normal schedule if required and be able to meet attendance requirements. Must be capable of producing high quality and accurate reports in the prescribed format on a timely basis. Must effectively interact with a wide rage of internal and external contacts. Must be able to satisfy the security clearance requirements of this position. Degree Preferred: Bachelors Degree Minimum Years: 5 years of related work experience. In depth utility industry knowledge and experience is very much desired (regulated or non-regulated utility). Project estimating and accounting experience.
