GIS Programmer in Albany, NY

NYS Agency needs a contractor for an 18-month contract the following: Candidate will work collaboratively with GIS customer representatives and technical experts in IT to create and implement an agency wide scaleable GIS web-base application. The role will include: - Gathering user requirements, - Evaluating and assessing the requirements - Based on the assessment of the requirements, make recommendations concerning content and design for the GIS application - Advising technical staff on development and deployment approaches/methodologies Mandatory: AAS degree (minimum) - A minimum of two years application development experience using one or more of the following concepts and technologies: Object Oriented Analysis, Design and Development, UML, XML N-tiered client/server development, Web services - A minimum of two years experience performing development work in one or more of the following specialty areas: Visual Basic 6.0, Visual Studio.Net (or latest version), IIS, COM+, Oracle 9i, Oracle 10g, or higher, Windows NT/2000/XP (or latest version of Microsoft Operating System), Telecommunications, GUI. Desired Experience but highly preferred: - Five (5) or more years experience developing GIS solutions based on documented business processes, rules and user requirements with one (1) or more years of the experience having worked with users in the human services arena - Five (5) or more years experience writing stored procedures and demonstrated experience designing large complex enterprise SQL Server and/or Oracle database(s) for spatial data.
