Our Client is a multi-agency effort to strengthen the City's oversight and coordinated regulation of construction, demolition and abatement operations. In the summer of 2008, a City taskforce comprised of members of the Mayor's Office, Law Department, Fire Department, Department of Buildings and Department of Environmental Protection presented several recommendations in areas including, technology and data sharing, legislation, and inspection protocols. This solicitation is for assistance with data sharing, an area where significant progress has been made during the past year but where additional opportunities for improvement exist. The scope of services to be performed by the selected individual includes:· Define requirements including business justification, potential new data exchanges, triggers, processes and quality assurance checks of data exchanges between agencies· Assist in the development of high-level systems design· Create flow-charts and process diagrams· Create and manage project plans, level of effort estimates · Work with stakeholders to ensure timely delivery of productsDevelop integration and information exchange protocols
Experience: MANDATORY SKILLS/EXPERIENCE Note: candidates who do not have the mandatory skills will not be considered.· A minimum of 8 years experience gathering and documenting requirements · Experience documenting requirements for data sharing efforts. · Strong working knowledge with the following technologies:· Microsoft Word, Project, Excel, PowerPoint, Visio, GIS tools · Ability to develop functional requirements · Excellent oral and written communication skills Solid knowledge of data sharing standards (XML reference documents)DESIRABLE Experience Listed in order of importance: (add additional sheets if necessary):· Prior government project experience (NYC preferred).· A Bachelors or Masters degree in Computer Science or related field
