Augment Staff during the support of the Tracking and Billing System (TABS). TABS is a legacy billing application which generates over $4 billion annually for the agency.
* Augment Staff during agency's implementation of the Family Care Residential Habilitation (FCRH) Service Redesign project (Redesign). The Redesign is required to support the agency's implementation of Medicaid billing and adjudication of state provided FCRH, and to bring the agency into compliance with federal guidelines regarding Medicaid adjudication and reconciliation.
* Augment Staff during the design and implementation of a new Consumer Cash Management System. The current system was developed in the 1980's using MicroFocus COBOL and GW Basic and is being individually maintained on 19 different computers. This project will consolidate the application into a single enterprise.
* Augment Staff during the implementation of the changes necessary to support the new Liability for Services changes. Client has proposed new regulations which clarify the rules as they relate to paying for services. Once enacted, these regulations will require major changes to the existing payment processes as well as the development of new software to track "preexisting services" and approvals for a reduction or waiver of fees for Medicaid Service.
* Augment Staff during the implementation of a cost effective electronic document management system over the agency's network. The initial implementation of the electronic documentation management system will include the recording of information from the DDP1, DDP2 and DDP4 forms and an electronic Individualized Service Plan (ISP) as it relates to the enhancement design of the Medicaid Service Coordination program.
* The consultants will also be used for a period of 18 months to analyze, design, and establish a portal of individualized services and supports system that is person centered and self directed as an individual chooses.

These projects support the strategic framework of the agency's 5 year plan, the Local Government Plan, NYCARES III and a host of other informational resources. The consultants will be managed by and report to state staff who are responsible for directing and reviewing their work. The consultants will also provide knowledge transfer to OMRDD staff as part of their duties. In all cases the consultants will work on Mission Critical tasks.

Experience: Required
Minimum of four years hands-on programming experience using MUMPS (Mass. General Utility Multi-Programming System) excluding post - relational Cache (i.e., Cache objects, etc-). At least 6 months of this experience must be since October 2007.
Programming experience using MUMPS (excluding post - relational Cache ) to develop and implement Admission / Discharge / Release and / or Financial Eligibility and Billing software in a health-care delivery environment. Relevant experience should be in a mainframe, midrange or client server environment.

Experience programming in an environment which uses Creative SocioMedics (CSM) MUMPS software.
Experience working on a project team developing and implementing complex projects in a mainframe / mid-range environment, in a Healthcare setting.
Experience programming in MUMPS (excluding post - relational Cache) in a Digital / Compaq Open VMS environment.
Experience working with and a strong understanding of the Federal HIPAA regulations as well as NYS Medicaid electronic billing (eMedNY).
Effective communication skills, both verbal and written, including both technical and user documentation and presentations or training.
Programming experience using a recent version of Cache to develop software.
