Functional Description:
· Serves as the recognized technical expert for the ACS Team in fulfilling contractual technical requirements
· Acts as the principal leader over the management of the ACS’ Information Technology and Operations policies and procedures
· Establishes and maintains guidelines for effective information technology management
· Functions as ACS’ principal lead for implementing and maintaining Legacy systems and for Replacement planning, DDI and operational systems; directing the efforts of ACS systems and process design staff toward meeting State and CMS goals and objectives for a Service Oriented Architecture (SOA) consistent with MITA framework, principles, standards, and architecture configurations in the technical approach to the New York MMIS
· Leads performance activities of the most complex definition of user functional requirements
· Leads and manages the performance of the most complex technical support functions requiring a comprehensive knowledge of a specialty area
· Performs the most complex systems analysis projects
· Performs and/or leads the most complex definition of user functional requirements
· Performs the most complex systems design work in some cases
· Performs and/or leads the performance of the most complex feasibility studies, life-cycle analysis, and cost benefit analyses
· Demonstrates continuous effort to improve operations, decrease turnaround times, streamline work processes, and works with the client to provide quality seamless customer service
· Ensures that all systems and process design staff have and maintain requisite knowledge and skills to consistently comply with all State and CMS technical standards and/or guidelines

Education and Typical Years Experience
· Bachelor’s degree in Computer Science, Business Management or related field.Master’s degree in one of these fields preferred
· Knowledge of applicable industry standards; Service Oriented Architecture (SOA), Medicaid Information Technology Architecture (MITA), SEI Capability Maturity Model Integrated (CMMI), Information Technology Infrastructure Library (ITIL), and Project Management Body of Knowledge (PMBOK)
· Extensive managerial and program administrative experience which has included substantial responsibility for a combination of management functions such as program planning; policy formulation; organization coordination and control; and fiscal and personnel management
· Budget development, implementation and financial forecasting based on analysis of services
· Five years experience leading, developing, coaching and managing a staff of IT professionals
· Demonstrated ability to drive division efficiencies through business process analysis and improvements
· Five years experience effectively leading and managing multiple, large scale IT projects of high impact, high visibility simultaneously
· Comprehensive knowledge of information systems technology subjects and extensive knowledge of hardware and software, including emerging software toolsets, to drive innovation in an organization
· Advanced project management skills to successfully drive a project from conception to implementation and maintenance
· Strong written, verbal and presentation skills to convey technical detail and design to diverse audiences
