Consultant services are required to augment state staff to continue the development of the TIMES application. In addition to completing the original design, several new and additional requirements have surfaced since the initial deployment of this application. These requirements include:

* Incorporating identified employees' data into the automated system.
* Completing required software enhancements.
* Implementing the automated file transfer of earn code transactions to the Office of the State Comptroller.
* Bringing the hardware and software to supported platforms and versions.
* Increasing the processing capability of the entire system to allow for future growth.
* Adding increased ad hoc reporting capability to the system.
* Completing documentation of business processes, as well as technical system documentation, user online help and training manuals/materials.


Experience: Required
four years hands-on Oracle programming experience developing forms, including at least three years experience using Oracle 6i Web Forms or higher, for implementation in an N'-tier environment.
four years hands-on Oracle programming experience developing reports, including at least three years experience using Oracle 6i Web Reports or higher, for implementation in an N'-tier environment.
four years hands-on programming experience creating and/or modifying relational database structures for Oracle RDBMS version 8.0 or higher, including at least three years experience with large databases (100 or more Oracle tables).
four years hands-on programming experience using PL/SQL.
two years experience using Oracle Designer 6 for creating tables, views, packages, procedures and triggers. two years experience working in a Unix environment, including experience developing Korn shell scripts.
two years experience developing Oracle applications on a Citrix platform (server).
Effective communication skills, both oral and written, including experience with developing both technical and user documentation and experience with presentations/training.
Programming experience developing Oracle applications employing Oracle's Rapid Application Development (RAD) technology and Oracle Forms toolbars, templates and libraries.
Programming experience developing DCL scripts in a VMS environment using Digital/HP Alpha servers.
Experience developing and executing test scripts and documenting the results.
Programming experience developing, maintaining and/or enhancing electronic attendance and leave applications for New York State agencies with a significant 24/7 workforce operation.
