Client has selected Precise I3 software as the agency's application monitoring software. This software tool allows the agency to monitor its applications proactively and aids the IT bureau with application troubleshooting when applications aren't performing within predetermined metrics. Precise I3 has successfully increased the available time open systems applications are available by decreasing diagnostic time when disruptions occur. Client is seeking to procure consulting services in an effort to assist the Bureau with continuing efforts to establish a Quality Management Center. The following phases, along with partial descriptions of work related to each phase, describe the activities still needed to reach this goal: Phase 2 - Assign Ownership, Conduct Knowledge Transfer, Document Processes Integration of APM tools (I2 / I3 and Tivoli) into: Operational management platform (Tivoli) Management Console / Dashboards Conduct Detailed Knowledge Transfer for selected groups Work Hand-in-Hand with each development group demonstrating the methodology and techniques Phase 3 - Develop Performance Strategy, Implement Initial I.T. Service Goals, Build Agreement with Organizations and Business Units Analysis of first n months of Performance Management - looking for constants to be used as part of initial I.T. Service Pilot. Conduct Service Pilot - Pilot should be of an application with steady quantifiable performance behaviors and a new release that has been proactively analyzed. Publish Service Pilot results and adjust methodology where needed before conducting a second pilot Publish and Gain agreement on the results of the pilots and the benefits gained during the process. Evaluate the new production application during the first month, quarter then on a quarterly basis to show performance trends Phase 4 - Operate a Performance Management Center of Excellence Gather supporting documentation comparing expected service results with the actual observed expected results. Full deployment of County monitoring for Service and Availability Analysis of Critical Business Servers and Services Experience: Requirements 2 years experience with writing application software, data analysis, data access, data structures, data manipulation, databases, design, programming, testing and implementation, technical and user documentation, software conversions; environments include but are not limited to mainframe, mid range, personal computers, laptops. 2 years experience in a particular technical and/or business application which is beyond the requirements addressed in the Mandatory Requirement #1 as defined in a Project Definition/Specifications. Examples include but are not limited to: Certified Network Engineer (CNE), Lotus Notes Certified Application Developer, Microsoft Certified Systems Engineer (MCSE), PC Computer Designer, Web Master, etc. 2 years experience functioning as a project manager. 2 years experience with application load testing and troubleshooting. This includes developing test plans, defining metrics to troubleshoot application problems. Experience with HP LoadRunner 2 years experience establishing procedures and policies for application monitoring. This includes areas like; initial requests for new application, detailed analysis, release testing, establishing performance strategies, service goals and SLAs with business units. 2 years experience conducting training and knowledge transfer to technical staff. 2 years experience giving presentations to technical and non technical staff. One year of experience with monitoring Microsoft .Net applications. Experience with Precise I3 One year of experience with monitoring J2EE applications.
