Position Overview:
The Project Leader is responsible for defining the system requirements, technical specification and completing the
required PMO documentation for selected projects or service requests. The Project Leader may be assigned as the lead on major systems development projects - not limited to a single system area. In that role, the Project Leader is responsible for directing the project's resources; developing the project plan; and ensuring that the project is completed on time, within budget, and with acceptable quality. The Project Leader may also play a role in interfacing and coordinating with customers and IS management. Project Leaders may be given responsibility for projects with cross-system impact and/or high levels of priority that need expert level of leadership. Project Leaders may also be deployed as a senior developer.
Primary Responsibilities:
Understand the client's business processes and practices.
Gather, analyze and document the functional requirements from the client community.
Oversee or possibly facilitate, the methods for gathering functional requirements, whether it be through formal interviews, focus group sessions, or other means to gather requirements.
Assess the feasibility of projects and service requests and recommend alternative systems approaches and solutions whenever possible.
Supervise and guides the detailed design and development activities.
Work closely with project team and insure that documentation is complete, up-to-date, maintained and in accordance with departmental standards.
Prepare regular project status reports.
Formalize project activities and guides a project acceptance as a production system.
Adhere to department Production Control procedures and standards.
Perform the duties of a Senior Programmer Analyst as required.
Perform code reviews.
Keep abreast of technolog y utilized within the department, maintaining skills to lead programmers.
Be able to switch gears as business requirements dictate.
Become knowledgeable in a wide range of business functions.
Be prepared to handle assignments involving multiple business areas.
People Management:
Communicate priorities and expectations clearly to team members.
Monitors project assignments against plan.
Meets regularly and communicates effectively with team members and supervisor and alerts management to potential risks.
Develops and maintains productive working relationships with project sponsors, key internal clients and other IS resources.
Gives appropriate level of feedback to Project Managers on performance of all team members on the project.
Qualification and Position Requirements:
5 years in programming applications development with modern OO type languages (Java or C++).
2 years experi ence programming .NET in C# preferred.
Familiarity with service-oriented architecture or experience with developing web services.
Familiarity with Ascential a plus.
Experience should be primarily with multi-tier line of business applications
Experience programming for multi-user environment with conflict resolution
Ability to design and write code to meet user requirements without heavy supervision
Understanding of issues specific to programming in Windows is desirable.
Senior level RDBMS experience (procedures, triggers, etc) in a client-server, multiuser, transactional environment. Experience specifically with Oracle and MS SQL Server
Some .NET Winforms experience
Some ASP.NET / Web programming experience
XML and related Technologies (XPath, XQuery, etc)
Excellent debugging skills
Excellent oral and written communication skills, with demonstrated experience in understanding busi ness requirements and issues, facilitating meetings and making effective oral presentations.
Ability to work well with people with varying technical abilities.
