CHRU (Criminal History Review Unit) currently uses an antiquated system called FIPS. This system is cumbersome, hard to maintain, does not meet current IT standards and is not expandable to meet current needs. Changes in the Criminal History Review Unit such as the FILENET imaging project and eProcessing engagements make it imperative that we enhance and upgrade the current application to meet current standards (.NET and Oracle9i). This will enable our client to support with skilled resources as well as follow the structure and standards to ensure better quality of service to the user community.

Mandatory Requirements
Note: Candidates not meeting the following mandatory requirements will not be considered for further evaluation:
1. Bachelor's Degree
2. Minimum of three (3) years experience examining the methods and processes of the business flow within a diverse public or private service delivery organization.
3. Minimum of three (3) years experience assessing and documenting existing business processes and identifying unnecessary steps.
4. Minimum of three (3) years experience incorporating value-added steps into a new process through the translation of business practices into terminology and desk products that seamlessly merge computer and microcomputer technology with work processes.
5. Minimum of three (3) years experience assessing and documenting existing business processes and identifying where improvements can be made or where new processes can be installed.
6. Minimum of three (3) years experience researching "best practices" of comparable organizations and analyzing the feasibility of installing them where needed.
7. Minimum of three (3) years experience developing new methods and procedures, implementation plans and schedules, and written reports.

Desirable Experience
1. Excellent communication and interpersonal skills
2. Three (3) years experience performing
1. Technical Unit product testing
2. Leading User Acceptance Testing
3. Communication of bugs to technical staff
4. Validating system responses against the business requirements including coordinating and scheduling of this effort, Preferably in a .Net web application environment.
3. Five (5) or more years demonstrated experience analyzing current business processes, related system use and data flow, and recommending alternative business processes, system processes and data flow to customer/end users.
4. Five (5) or more years demonstrated experience:
1. Identifying and documenting business processes,
rules, application user requirements and data
flows
2. Documenting complex security requirements.
3. Producing Logical Design documents from which
developers can create a technical design.

Experience performing these tasks for large, complex, object oriented .Net web systems is preferred.
